According to the CRC Welcome Guide:
Korean Taxis - These are medium sized cars, usually recognizable by a taxi sign on the roof. In some cases they can be less expensive than AAFES Taxis. Few drivers speak English, so ask a friend to write the direction in Hangul. You catch Korean Taxis by waiting at a marked taxi stop along the street in downtown areas. The starting meter price is preset and indicated when the meter is turned on. The fare is determined by both mileage and time. Tipping cab drivers is not necessary, unless they help with bags, groceries, luggage, etc. It is recommended to travel with a companion, and not to travel late at night. If you feel you are not traveling in the right direction or you feel uncomfortable with the driver, make him stop and GET OUT OF THE CAB!
I haven't tried this yet. But I will let you know when I do!
